He served as Deputy Minister for Agriculture, Food and Fisheries between 1997 and 1999, under the Movement for Multi-party Democracy (MMD) government[2]. In later years, he chaired the Local Government Service Commission, overseeing reforms in local council staffing and discipline[3].
Governance reforms and advocacy
During his tenure at the Local Government Service Commission, Sejani instituted performance contracts and staff appraisals, demoted several principal officers for incompetence, and publicly declared that an average of ten local authority workers were dismissed monthly for fraud and theft across all 116 councils[4][5].
Legal matters
In April 2021, Sejani and four others were granted bail and charged with alleged abduction of members of the Hatembo community in Southern Province. The case remains ongoing[6].
Death and national recognition
Sejani passed away on 28 July 2025 at the age of 67 while receiving medical treatment in Johannesburg, South Africa. President Hakainde Hichilema accorded him an official funeral and declared 5 August 2025 a national day of mourning. He was laid to rest at Leopards Hill Memorial Park in Lusaka[7][8].
Legacy
Sejani is remembered for his lengthy political career, contributions to agrarian policy as Deputy Minister, and bold reforms at the Local Government Service Commission. He was hailed as an uncompromising administrator, enforcing discipline and accountability in local governance.
