Solomon Kalulu

Solomon Kalulu was a Zambian politician who served as the country’s first Minister of Lands and Natural Resources, then known as the Ministry of Land and Works, following independence in 1964. He was part of Zambia’s first Cabinet under President Kenneth Kaunda and was responsible for initiating national land and settlement policies.

Early Government Role

Kalulu was appointed Minister in Zambia’s first Cabinet on 24 October 1964, when the nation gained independence. His ministry was critical in setting up land policy for a newly sovereign nation. He oversaw departments managing land allocation, rural and urban planning, and emerging squatter settlements.

Contributions

Kalulu helped establish the Squatter Resettlement Department, which worked to relocate informal settlements and introduced urban planning for new townships. One of his notable contributions was supporting initiatives to supply water to informal areas through tankers for a monthly fee, a system that generated revenue while stabilising settlements.

Later Developments

Kalulu served until around 1968, when ministerial reshuffles occurred and parts of his ministry were merged or reassigned. His portfolio was eventually absorbed into the new Ministry of Transportation and Works, later held by Grey Zulu.
