Raphael Kombe was a Zambian politician and freedom fighter. In 1951, he was part of the leadership team of the first native political party of Zambia — the Northern Rhodesia African National Congress, which was founded by Harry Mwaanga Nkumbula in 1948. The party was later named African National Congress (ANC) as a link to the African National Congress in South Africa. Others in the team included Simon Mwansa Kapwepwe, David Kenneth Kaunda, Mainza Chona, Grey Zulu, Dixon Konkola, Robinson Nabulyato, Paul Kalichini, Nalumino Mundia and Reuben Kamanga.
